Tiivistelmä:The globalization of markets and the creation of the unique market in Europe forces companies to evaluate the international effects of all their activities. This is also true for the human resource management and the activities of the representatives of workers and employees. The actual situation in this field is characterized by important political, economic, legal, and social differences. Old traditions of governmental institutions, industrial associations, trade unions, and of the companies themselves increase these discrepancies. Special treaties of the European Community in the social domain envisage only fragmentary regulations. The article shows strategies to tackle the problem of adequate decentralization in human resource management.
