Tiivistelmä:In the research for this article the authors examined implications of the federal reform for four regions where the authors have been working since the early 1990s: the Sverdlovsk, Voronezh and Smolensk oblasti and the Republic of Tatarstan. Sverdlovsk and Tatarstan are resource-rich 'donor' regions, while Voronezh and Smolensk are noticeably less well-off and depend on substantial subsidies from the centre. Both Sverdlovsk and Tatarstan made striking moves toward greater autonomy in the 1990s, but in different ways, as the authors will show below. And although Voronezh and Smolensk are in the same federal okrug, the political dynamics in the two regions reflect divergent pressures- a point that the authors address elsewhere.
