| Tiivistelmä: | To establish a new operational mechanism for the local finance, the following things should be done: Rationalizing the relations between the local finance and the central finance and enterprises in distribution; Strengthening the construction of local taxation system; Defining the relation between the government and enterprises in distribution; Adopting double budget to widen the management scope; Perfecting the system of property rights market to promote the reasonable flow of state-owned assets; Developing financial credit activities and establishing a financial system, and changing the free allocation of financial funds into paid use of them. |
