| Tiivistelmä: | The few main tools of monetary policies possessed by the central bank constitute the goal of long-term reform, and require the creation of a sound environment. Practical and effective measures are to be taken to establish the financial system of a socialist market economy, to turn branches of the People's Bank into real central banks, to set up a high-efficiency commercial bank system, and to open a financial market in orderly competition and under unified management. |
