| Tiivistelmä: | During the second half of the 1980s, a period characterised by a comparatively long growth phase, most countries of the European Union were able to make substantial progress towards budgetary consolidation. In the wake of the subsequent global weakening in economic activity, however, the budgetary position of almost all of these countries deteriorated rapidly. As unemployment rose, income-related transfers to private households expanded particularly sharply. Budget deficits widened significantly. |
