| Tiivistelmä: | The essay refutes the traditional view which generalizes "government budget" on the mere basis of planning. It points out that "plan" is the only key form of government budget, while economicalness is not the essence of government budget either. Only the nature of "being ruled by law" is the basic content and living spirit of government budget and is the fundamental nature which distinguishes it from other financial categories. It is determined by market economy. Market and capital directly control government's economic lifelines by means of the legal authority of government budget and make governmental activities conform to its fundamental interests. |
