| Tiivistelmä: | At present, the income and expenditure of various social security funds in China reached more than 10 billion RMB (US$1.2 billion), most of which were under the disposal of the departments responsible for them. The paper argues that the budget of security fund, i.e. "the package budget of security fund",should be created. It includes the income, for example, the government's tax collection, and the expenditure, for example, various use of money for social security. The aim of the budget is to help the government perform its social function, guarantee the economy's normal operation and maintain the social stability. |
