| Tiivistelmä: | In case of a lasting recession and cyclically conditioned deficits there is a temptation to balance the budget. This policy, its consolidation conditions and income effects are analysed by the traditional multiplier theory. It is proved that if the rule of balancing the budget is followed it will mean cancelling out the automatic stabilization of the budget. |
