| Tiivistelmä: | The authors' task in this article is to clarify what subsidiarity means, to construct a normative definition of the concept as a constitutional principle, and to envisage how subsidiarity might influence the evolution of the EC as a political system. The authors suggest that the application of substantive subsidiarity can help ensure that policy-making structures reflect an acceptable minimum level of democratic control. The authors view this goal as crucial as the relative powers of different levels of government are redistributed in response to economic integration. |
