Tiivistelmä:The average number of hours that industrial plant is in use per wee -here termed plant operating time - has been put forward as an important indicator of the competitive position of a national economy. According to EU figures, the Federal Republic of Germany has the shortest operating time of all the European countries. This is seen as a competitive disadvantage. Yet empirical evidence in support of such an interpretation is difficult to find, and it seems dubious in theoretical terms. More importantly, it is not the length, but rather the flexibility, of operating and working times that should be the focus of attention.
