| Tiivistelmä: | This paper analyzed the nature of consumable market: structural surplus. After finding out the sticking point of the weakness of residents' consumption in cities and suburbs, the following countermeasures are presented. Firstly, government disburses funds and carries out credit sale, simultaneously banks provide loans with "0" interest rate. To design an elastic repayment scheme of loans for consumption based on the degree of changes of consumers' income. Banks provide guarantee of benefits to attract discretionary purchasing power to join in the activity regarding enterprises' debts transforming to stocks. |
