| Tiivistelmä: | To change the current state of utilizing free resources and distribution by administrative means, resulting in the waste of resources, the ownership of resources should be separated from the operation rights over resources. And the operation rights must be transferred completely. The relationship of rights and obligations and that of share of interests between owners and managers must be clarified by laws or contracts. Under the present condition, a system for utilizing paid resources may be first adopted. When the conditions are ripe, the resource property right market will be established and perfected step by step. |
