| Tiivistelmä: | Requirements for admission of small enterprises entering some service sectors should be relaxed. In terms of selecting small enterprises for matching the industry, we can support some, simultaneously give up something, moreover, provide guidelines on industrial policies. Based on the relationship of links of technology and craft work between small enterprises, it is necessary to separate the current state-owned small enterprises from the collective ones. Reforms for small enterprises cannot simply adopt the only way that small enterprises transform into private ones. |
