Tiivistelmä:This article studies the European Union supported Women to the Top programme in Sweden. The programme is one of many launched to promote a more gender equal working life and more women into top management ranks. The paper builds on the concepts of action rationality and decision rationality, and studies the effects of equality programmes as a disjunction between action and reflection. The results of the analysis indicate that the effects of equal opportunity programmes are often slender, which may spring from limited ability to use available information and knowledge on the topic.
