| Tiivistelmä: | The paper analyzes the railroad reform in Germany in 1994. First, the necessity of the reform is underscored by showing the expected losses of the federal railroad and the gigantic financial means that the government would have had to pump into the national railroad system without reform. The paper then describes the reform concept that was elaborated by the governmental commission on railroad reform. This concept was then - with minor exceptions - transformed into reality. The paper finally deals with the criticism raised after the reform. While scientists took issue with the remaining political influences, the Federal Accounting Agency voiced criticism of the results achieved in the two years immediately following the reform. |
