| Tiivistelmä: | The global debt problem from the debtor's perspective is discussed. Its origin and development is examined. Expected and implemented adjustment programs of the debtor countries are mentioned. In the industrial countries, the problem is still seen as strictly of a financial nature. The case of Mexico is analyzed from the perspective of Mexico's former Finance Minister. Arguments are set forth that the solution demands shared responsibility and requires active joint participation by creditor countries as well as debtor countries. International economic cooperation is crucial to avoiding a potentially explosive situation. |
