| Tiivistelmä: | At the present time many of the German (not-for-profit) stautory sickness fund merge. This study examines the issue of economies of scale and scope for these insurers. A quadratic multiproduct cost function is estimated utilizing a data set of the local sickness funds (Allgemeine Ortskrankenkassen). The results show no scale economies in the health-care administration beyond middle-sized firms. Therefore the constitution of "large" fund will not lead to a reduction of the average administrative costs. In addition diseconomies of scope are observed between the "general" insurance (Allgemeine Krankenversicherung) including employed, uemployed, and voluntary members, and the insurance of pensioners (Krankenversicherung der Rentner). |
