Tiivistelmä: | This paper focuses on mandates,i.e., directives to lower le- vels of government to undertake specified activities. We e- xamine the conditions under which mandates should be funded by the higher level government that issues them. An analyti- cal framework is developed within which a funding rule for policy makers issuing mandates is derived, taking into con- sideration efficiency and equity concerns. Mandates are de- vided into chose intended to address spatial spillovers a- cross local boundaries, and those intended to enact a mini- mum national standard for public-provided goods. The fun- ding rule indicates that when a mandate addresses activiti- es of lower levels of government that generate net spillover costs, no funding is called for. Other mandates should be funded. |
