Tiivistelmä:It is claimed that local governments will be more responsive to the needs of citizens while critics raise the specter of a race to the bottom as local governments compete to deter the poor. 19:th century Americal poor relief, financed and operated by local governments, provides an illuminating test case. Evidence from welfare reform movements in New York State suggests that in the absence of barriers to mobility local governments were driven to abandon policies which might have promoted a long run reduction in statewide poverty and public welfare costs in favor of those having the strongest deterrent effect.
