| Tiivistelmä: | The paper deals with the German government's proposal to liberalize the electricity supply industry in Germany. This proposal aims at establishing a retail wheeling system in the electricity distribution and transmission system. The model has opponents from the publicly owned local utilities. They propose establishing local "single buyer models" instead. This basically means establishing local monopolies acting as local monopolists vis-a-vis consumers and as local monopsonists vis-a-vis independent power producers. The paper analyzes these proposals. |
