| Tiivistelmä: | The transformation of local governments' function of economic administration serves as the key of further promoting the reform and establishing socialist market system of China. At present, the problems residing in the institutional design of local governments has severely weaken their function of economic construction, and provided a breeding ground for authority's intervention with market, trade between money and power, corruption breeding and bureaucracy. Further reform must be enforced. The institutional reform of local governments should observe the following principles:(1) principle of administration demand; (2) principle of suiting measures to local conditions; (3) principle of clear division fo labor and close corporation; (4) principle of rational institutional structure. |
