Tiivistelmä:Council housing is changing in Great Britain. Shrinking grants and competition from housing associations and private landlords will sharpen up council managers, but tenants will fall through loop-holes in the legislation. To build more houses council housing has to be very heavily subsidised. Some councils are notable for treating their tenants like customers and involving them in council decision. Housing associations will have to change from managing on public sector money. They will have to learn to raise private money, to mix public and private funding and generate sufficient income to pay off loans.
