| Tiivistelmä: | The postulates of efficient market theory are valid not only for private enterprises but also for local government bodies responsible for providing public services. However, whereas private enterprises are obliged by their competitive environment to respect these principles, a local government agency will often need an additional external stimulus as a reminder. Such was the case of the City Cleaning Department in Hamburg. The functions of this department are outlined, objectives and measures planned in the reorganization are examined. It is concluded that the introduction of methods and structures for private enterprises will also lead to an increase in efficiency. |
