Tiivistelmä:Electric system planners in the USA and elsewhere have increasingly turned to private sources to provide a substantial portion of future generating capacity. In the USA, many contracts with independent power producers (IPPs) contain indexing terms under which IPPs energy rates vary in response to energy cost changes in the purchasing utility system. Such indexing can undermine least-cost planning if utility decisions can alter established IPP rates. A further problem is that this system can cause ratepayer interest to conflict with those of society. The use of regional indexing methods for contract structuring would be a good first step to resolving these problems.
