Tiivistelmä:The thesis that public concern about environment is, in part, engineered in order to make public and corporate policy socially acceptable is put forward for discussion. It is abstracted from the history of acid rain abatement in Germany and nuclear waste disposal in the UK. If public opinion is not a determining factor of energy policy but a dependent variable, important conclusions would follow about the role of governments in raising environmental awareness, the credibility of expert advice and the significance of decision making structure. In order to protect credibility, expert advice should come from sources perceived to be independent of both corporate and government interests.
