| Tiivistelmä: | This paper asks, whether the statement "the private sector is better than the public sector" is true. Moreover, if so, "how", i.e. in what dimensions, and "why", i.e. how can it be explained? The private sector is the same as firms and companies. The characteristics of these types of organizations are presented as well as the ways they are governed. That is the norm often stated. The characteristics of the public organizations are presented as well as the changes invading the sector under the New Public Management headline. Studies of how NPM is put into practice are presented as well as the authors' own study of cleaning in a community moving from community employees to private companies (original in Swedish). |
