| Tiivistelmä: | In order to establish an advantage for the special economic zones, we should pay attention to the following aspects: strengthen the reform and the open to the outside world; combine properly the advantage of industry, investment environment and qualified personnel; ripen and perfect the market advantage and that of being a window to the world; innovate courageously the legislation advantage and other advantages such as being the internationalized city and the deep water port, in turn to establish a new advantage for the special economic zone under the new conditions. |
