The United States tried but largely failed to stem this tide of government assistance in the 1979 Subsidies Code, only to resume its anti-subsidy crusade in the Uruguay Round negotiations. Throughout this period, the United States lagged most other developed nations in its financial support for industrial research and development. With the 1992 election of President Clinton, a new US policy emerged. |
