| Tiivistelmä: | This paper designs a model for operating state-owned assets, which is called "having an agent at every level, holding shares crossway". This model contains two levels. One is to establish an administration of state-owned assets. The other is to form an intermediate institution for investment, authorized by the administration. Its operational model may take either the form of direct operation by empowering or the form of indirect operation of state-owned assets through the intermediate institution according to the different situation. Usually,there are two kinds of invested funds,that is,contract one and corporation one. The form is an agent of investment by contract while the latter is a corporation with limited liability, formed according to corporation law with an aim at making profits. |
