| Tiivistelmä: | The re-division and re-combination of tariff rates and tariff items are the shortcut to reducing tariff level and increasing the restrictive proportion of tariff. For the items of products with low market demand, small amount in import and unnecessary tariff protection , low tariff level may be set up, followed by detailed tariff items so as to increase the number of item. But for the industries of products which need to be protected, high tariff rate may be set up and the tariff items should be reduced through possible merger. According to demand and economic analyses, nominal tariff rates can be reduced by a large margin under the condition that the actual effect of the present tariff policy remain unchanged by the means above. |
