| Tiivistelmä: | In the management model of administrative system, stressing subject-oriented management, every enterprise belongs to its own administrative management system and has nothing to do with other systems. To establish and perfect the commercial management system, we should weaken gradually the said system management and instead, strengthen the social management with behavior-oriented management as the core. The latter stresses the horizontal management of and control over all the enterprises of the same kind by certain social functional departments like administrations of industry and commerce , department in charge of pricing and internal revenue service, which realize it by the unified system of laws and regulations. |
