| Tiivistelmä: | In view of the serious problem of workers being laid off in state-owned enterprises, the theoretical circles have raised various policy suggestions. Some advocate promoting growth of employment through investment expansion. But the research results by the author show that such a train of thought won't work for the flexibility of state-owned industrial enterprises' absorbing labourers through investment has decreased year by year since 1980. The realistic option is that the industrial enterprises should improve the state of their production and operation and increase profits in the course of adjusting asset stock with a view to reducing the pressure of workers being laid off gradually in the course of structural adjustment. |
