| Tiivistelmä: | The general reform plan of the state-owned enterprises should start with solving the social security compensation when the staff and workers no longer hold the post and pay off debts, setting up two funds, promoting and regulating the reform, realizing the strategic reshuffle of state-owned economy, manipulating and improving the ownership structure, seeking and establishing socialist basic economic system with public ownership as the main part and other ownership as the complements. To abide by this general reform thinking at the same time formulate social security system adapted to market economy and will bring along the reform of financial system. |
