| Tiivistelmä: | Shenzhen has formulated explicit principles of developing industry with high and new technology and flourishing itself by scientific education. It has supported a set of large-scale and well-managed backbone enterprises with advanced technology. Which was indicated in formulating preferential policy for supporting the development of industry with high and new technology and creating favorable investment environment and operating conditions. For example, in 1997, the government's outlay for science and technology was 16 million yuan, 1.13% of the total government expenditure. The systematic advantages of people-owned enterprises have been utilized. Enterprises of various kinds of owership were made the main body of development of high and new technology. |
