| Tiivistelmä: | The current free medical service and labour safety system in China lacks effective restrictive mechanism and causes employees' medical expenditures to amount to 77.4 billion yuan, increased by 28 times than that of 1978. Unreasonable medical expenditures constitutes 20 to 30 percent of total medical expenditures. For this reason, the new medical insurance will implement the management system of fixed institutions and fixed phamacies and formulates scientific and reasonable methods for medical expenditure settlement. Employees may get medical services and buy medicine at fixed medical institutions or at fixed pharmacies. Medical services and medicines are accounted separately. Medicine catalogues, standards for medical services and corresponding managerial methods are clearly formulated. Insurance premiums will be shared by employing units and employees. |
