Tiivistelmä:This is the first in a series of articles on performance measurement and management in government. This article provides readers with the appropriate history and context. Government agencies have long been accused of being inefficient and providing poor service. Although such accusation may still be true in some places, the author challenge readers to rethink that generic view of government performance. The U.S. federal government has made some progress in performance measurement since 1993 through the National Performance Review and the Government Performance and Results Act - but much more needs to be done. Performance measurement is much easier to develop and more useful in stimulating improvement if it is aligned with an effective strategic planning process.
