Tiivistelmä:1989 was the first peacetime year in Soviet history when energy production fell, and the decline continued in 1990. The downward trend in oil production was chiefly responsible for the fall; the domestic demand for oil products should be met by a severe cut in exports. The increase in gas output is inadequate to prevent an aggregate decline in energy's supply. Prospects for each of the fuels are surveyed and it is concluded that energy output will decline in the near future too: oil exports are planned at a minimum of 61 million tonnes in 1991 (from 181 million in 1988), and the USSR may become a net oil importer by the mid-1990s.
