Tiivistelmä:It is argued that qualitative research is under-used by government. The background against which government qualitative research is undertaken, is reviewed. Much of the research undertaken by government departments provides comment on work already taking place, and has to serve two masters: the immediate research buyer and his boss who is less expert and precise. But the situation seems even so to be more encouraging for a number of reasons: 1. an increasing awareness that the apparent certainty may be misleading, 2. qualitative research is used to "put flesh and blood" on quantitative data, 3. advantages at the presentation stage, 4. the culture of evaluation is established, 5. qualitative research is fashionable.
