Tiivistelmä:As far as government is concerned, concepts like "total quality" and "zero defect" seem out of place. However, according to the author, it is not only big corporations that must either change or perish quality issues. Government's traditional financial security is also threatened. As a mayor of Madison, Wisconsin, the author wanted to introduce total quality management in the city government and conducted an experiment the motor equipment division. He found that simplified purchasing and preventive maintenance saved USD 7.15 for each USD 1 invested. After that he he started a citywide quality and productivity program. He learned that resistance came from middle-level bureaucrats and that government and business are similar.
