Tiivistelmä: | The general shift toward deregulation is combined with concern about high unemployment to encourage the spread of self-employment. In many West European countries the tendency for non-agricultural self-employment to fall with modernization and development has been reversed, while in Eastern Europe - as a part of the redefinition of the state's role - efforts are being made to raise it above its existing very low level. Economic flexibility is greater where self-employment is prevalent, and it contributes to efficient resource allocation and a socially optimal employment structure. Individuals entering self-employment necessarily assume the risks of failure and loss and more of the cost of social protection. |
