| Tiivistelmä: | The so-called "combination of unification and decentralization and management at different levels and of different classifications" means that management is exercised vertically at the three levels of central government, locality, department and enterprises in distribution of wage income. Management of different classifications will be exercised horizontally over wages of party and administrative organs, institutions and enterprises under the premise of overall planned arrangement. This wage management system conforms to the situations of uneven development of economies of different regions and of financially "eating from different pot". The paper also puts forth views on relevant problems that might arise when this wage management system is implemented. |
