| Tiivistelmä: | Transfer payment of public fiance firstly appeared as one the doctrines in Western economic theories. It also exists in the public finance practices of socialist economic activities. The writer makes some theoretical revelation on various aspects and inner connections of transfer payment of public finance with his own practices and experiences. He also proposes some countermeasures and processes for establishing the system of transfer payment in connection with the implementation of separation of taxation. |
