| Tiivistelmä: | The characteristics of rural surplus labors are as follows:1.The number of rural surplus labors is so large that this problem is difficult to solve;2.The recessive unemployment has become open;3.The quality of rural surplus labors is low. To solve the problem, the rate of transferring rural surplus labors should be proper. Besides a proper proportion of the rate of transferring rural surplus labors to the growth of farm products, as certain coordinated relations between the rate of transferring rural surplus labors and the speed of development of nonagricultural industries and cities and the amount of absorbing rural labors should be kept. We may transfer surplus labors either on the spot or to cities. |
