| Tiivistelmä: | The starting feature of Pudong New area's mechanism of rolling land development is the combination of land capital with financial and social capital. After entering the Ninth five-year Plan period, there are indications that it is hard to keep up the practice of large-scale land renting after approval and inviting outside investment with land, and the mechanism of rolling land development has run into obstacle, that is, it is difficult to balance between input and output. To adapt to the new situation, the mechanism of rolling land development needs to be improved, increasing the support points of formation development. Besides, the idle rate of land assets should be reduced, the comprehensive efficiency of land use raised and the additional cost of land development reduced. |
