| Tiivistelmä: | Innovation policy making is far from being simply an economic and technological process, but rather a political and cultural one. There are great differences in the nature of the policy process, in the policies adopted and in policy tools employed. Nevertheless, given the current rapid rate of technological change in a number of key areas, and given the crucial role of technology in economic growth and in international competitiveness, national innovation policies - the stimulation of the increased national rates of market-oriented technological change - are necessary. |
