| Tiivistelmä: | Talk about NATO enlarging to include the Baltic States has been contradictory. At times prospects for joining NATO seem rosy, but then a ajor Western newspaper will print a disappointing article or some politician or military expert will voice a like opinion, which have painful repercussions in the Baltic States. Despite NATO's 1994 decision to enlarge into Central and Eastern Europe, no attempt has been made to answer questions like "when" and "how". One of the reasons for this is a desire to soothe Russia. |
