| Tiivistelmä: | At present, the key to reform of organization is how to place the "diverted cadres". We should find new working posts suiting them to make them re-employed. But we can not be only satisfied with this. We must think of the issue of how to continue to keep a honest and clean government after their replacement. These "diverted cadres" were once the owners of power resources which can not be found on market but many people need. If these people with power resources still in hand enter into market, power and money can be combined easily, which would lead to the corruption phenomena which are new in form and appearance. |
