| Tiivistelmä: | In the traditional planning system, the notion of government's budget had been stressing income while belittling expenditure. Both should be emphasized in the transformation to the socialist market economy. The reform of setting up the System of Tax Distribution between the central and local authorities was a key step in the reform of revenue, but the reform of expenditure should not be neglected. In the system of governmental purchase in the West countries, there is much we can learn. It is a new subject for us how to set up and improve the system of governmental purchase in our country in building market economy. |
