| Tiivistelmä: | The causes of charges at will are a drive by economic interests, the interference of local and departmental protectionism, inefficient check and law-execution, unsound law system and mechanism to exterminate charges at will and weak consciousness of law system and the masses. In order to exterminate charges at will, the paper proposes the following measures be taken: breaking through barriers to carry on the reform of tax system as quick as possible, executing law seriously to exterminate charges at will, combining actions to govern comprehensively and improving law system and control to check local and departmental protectionism. |
