| Tiivistelmä: | In Fujian province, the administrative units to charge numbered 22542 with 623 charging items and the total amount of charges 6.73 billion RMB by the end of 1997. The charges are of not only many types but confusion. From the central to local administration, most units practice charging. The paper proposes the following countermeasures: to demit the charging scope, to determine the charging types, to strengthen the management and supervision over charging and to enhance the charging personnel's level of competence, etc. |
